Romania’s New Drone Defense Bill: A Response to Rising Russian Aerial Threats

Romania’s recent legislative initiative to allow the military to shoot down drones entering its airspace is set against a backdrop of increasing tensions and security concerns stemming from Russian drone activity near its borders. The draft bill, introduced by the Ministry of National Defense (MAPN), aims to enhance Romania’s ability to respond to aerial threats, particularly in light of multiple incidents involving Russian drones that have violated Romanian airspace during attacks on Ukraine.

In recent months, Romania has faced a series of incursions by Russian drones, particularly as Moscow has intensified its assaults on Ukrainian infrastructure. For instance, on September 27, Romanian fighter jets were scrambled after Russian drones targeted civilian sites in Ukraine close to the Romanian border. Similarly, on October 19, radar systems detected unidentified flying objects that likely included drones entering Romanian airspace, prompting further military responses.

These incidents have raised the alarm within Romania regarding its national security and the adequacy of its air defence systems. Reports indicate that fragments of Russian drones have been found on Romanian territory, highlighting the tangible risks posed by these aerial incursions.

Despite these threats, the Romanian military’s response has been criticized; in several cases, the drones disappeared from radar before fighter jets could intercept them.

Legislative Measures and Military Response

The proposed legislation would empower the Romanian military to take decisive action against unauthorized drones, reflecting a shift towards a more proactive defence posture. This move comes amid public frustration over perceived inaction in the face of repeated airspace violations. Many Romanians have expressed concerns that the government has not adequately addressed the issue of low-flying Russian drones, which locals have reported for some time.

Romanian officials have condemned Russia’s actions as violations of international law and an affront to Romania’s sovereignty. The draft bill is necessary to ensure that such violations do not go unanswered and bolster national defence capabilities in a rapidly changing security environment.
