Not only that, but Bucharest is the top European city offering the best conditions for digital nomads. </p>



<p class="wp-block-paragraph">According to CommercialSearch, Bucharest was similar to Bangkok regarding its best-scoring metrics. Precisely, it landed between Bangkok and Shanghai regarding hotel and coworking costs. Moreover, the Eastern European entry was also safer than the previous entries.</p>



<p class="wp-block-paragraph"><a href="https://visitbucharest.today/bucharest-best-city-for-digital-nomads/">The study</a>, cited by Visit Bucharest, also evaluates that Bucharest boasts some of the fastest internet speeds worldwide (especially with broadband internet) paired with remarkably cheap subscription costs. <p class="wp-block-paragraph">According to<a href="https://lobbyromania.ro/digital-nomad-law-romania/"> Lobby Romania</a>, foreigners coming to Romania for a more extended period of time and working remotely for a non-EU company will benefit from tax breaks following the adoption by Parliament of the bill to clarify the tax regime for digital nomads.</p>



<p class="wp-block-paragraph">Specifically, <a href="https://valahia.news/digital-nomad-romania/">digital nomads will be able to choose Romania</a> as their destination without worrying about double taxation of income earned outside Romania. They will be exempt from paying income tax, social security, and health insurance contributions.</p>



<p class="wp-block-paragraph">Romanian MP <em>Diana Buzoianu</em> states that Romania has the potential of becoming a destinated demanded by digital nomads, as the country has extraordinary tourism potential. However, in order to accomplish this, the state must provide a clear tax regime for digital nomads who would like to choose Romania as their destination country.  </p>



<p class="wp-block-paragraph">Romania is a country with a lot of potential and benefits: the country’s fixed-line broadband package average monthly rates, at $8.15, which is a lot cheaper in comparison to other EU countries. Romania might be the ideal location for someone who is seeking affordable, dependable internet connectivity.</p>



<h2 class="wp-block-heading"><strong>Digital nomad in Romania &#8211; what are the advantages?</strong></h2>



<p class="wp-block-paragraph">With an average <strong>broadband internet speed</strong> of 188 mb/s, an internet cost of €7.5 <strong>and an affordable rent</strong> of around €323, Romania has long been considered one of the best places to work remotely in the Central and Eastern European region.</p>

<h2 class="wp-block-heading"><strong>What are the requirements to work as a digital nomad in Romania?</strong></h2>



<p class="wp-block-paragraph">The long-stay visa is granted by the diplomatic missions and consular offices of Romania in the country where the digital nomads have their residence or domicile. The conditions they must meet to obtain the visa are:</p>



<ul class="wp-block-list"><li>have means of subsistence from the activity carried out, amounting to at least three times the average gross monthly earnings in Romania for each of the last 6 months preceding the submission of the visa application and for the entire period of the visa</li><li>carry out the activities from which they derive their income remotely using information and communication technology</li></ul>



<p class="wp-block-paragraph">In order to obtain a <a href="https://valahia.news/digital-nomad-visa-romania/">digital nomad visa</a>, digital nomads who meet the above-mentioned conditions will have to present a number of documents:</p>



<ol class="wp-block-list"><li><strong>employment contract</strong> concluded with the company registered abroad / proof of at least 3 years of management of the company registered abroad &#8211; in original and accompanied by an authenticated translation into Romanian</li><li>a <strong>document issued by the company</strong> with which the foreigner has concluded an employment contract/which the foreigner owns, presenting its identification and contact data (including the field of activity and, if applicable, the foreigner&#8217;s participation in the company, as well as data on its legal representatives) &#8211; in original and accompanied by an authenticated translation into Romanian</li><li><strong>letter of intent</strong> detailing the purpose of the trip to Romania and the activities the foreigner intends to carry out &#8211; in original and accompanied by an authenticated translation into Romanian</li><li><strong>apostilled or super-certified document</strong> issued by the specialized institution of the public administration of the place of tax residence, certifying that the foreigner employed/company owned by the foreigner has paid taxes, duties, and other compulsory contributions up to date and is not registered for tax evasion or tax fraud &#8211; in original and accompanied by an authenticated translation into Romanian</li><li><strong>reservation of a valid travel ticket or driving license</strong>, together with proof of itinerary, in the case of drivers</li><li><strong>proof of medical insurance</strong> for the entire duration of validity of the visa, valid on the territory of Romania and covering at least EUR 30 000</li><li><strong>proof of means of support</strong> amounting to at least three times the average gross monthly earnings in Romania</li><li><strong>proof of accommodation</strong></li><li><strong>criminal record certificate </strong>or <strong>another document</strong> with the same legal value, apostilled or super-stamped, certifying that there are no records of criminal offenses &#8211; accompanied by an authenticated translation into Romanian</li><li><strong>other supporting documents</strong> that the competent Romanian authorities require in addition to the above.</li></ol>



<p class="wp-block-paragraph">Thus, digital nomads will henceforth be included in the category of foreigners eligible for a long-stay visa, on the essential condition that their gross monthly income is at least three times higher than the average income of Romanian nationals. This means that future digital nomads will have to earn around €3 300 per month from remote work in Romania to be eligible for a visa.</p>

<p class="wp-block-paragraph">Momondo, the world leader in online travel and one of the largest fare aggregators, places Romania in the third spot ranking of the best countries for remote work in 2022. </p>



<p class="wp-block-paragraph">The criteria considered are travel, local prices for food, accommodation and transport, health and safety, remote work and social life. Romania ranks third for its low living costs, long-term apartment and car rental, and the low prices with accommodation in hotels.</p>



<p class="wp-block-paragraph">Portugal and Spain rank in the top two places. The top 10 also enter other European countries: Malta in 6, the Czech Republic in 9 and Germany in 10.</p>



<p class="wp-block-paragraph">It is not the first time Romania has made it to such tops. <a href="https://www.circleloop.com/nomadindex">Nomad index by Circleloop</a> also places Romania third in the world, but the criteria are more technical. </p>

<p class="wp-block-paragraph"><strong>But how do you get your visa as a digital nomad for Romania?</strong></p>



<p class="wp-block-paragraph">First off, the visas will be obtained only from the Romanian embassies abroad. You have to go and apply for a digital nomad visa at one of the Romanian embassies. </p>



<p class="wp-block-paragraph">Apart from the application itself, you have to provide proof you work for a company, proof of medical insurance, and guarantee you have a minimum revenue of 1,150 EUR a month. This is one of the lowest revenues required for a digital nomad visa in Europe.</p>



<p class="wp-block-paragraph">One thing though: the digital nomad is defined, by the recently adopted Romanian legislation, as someone who wants to stay in the country for at least six months. In other words, if you come to Romania to stay for only a couple of months, this won&#8217;t qualify you for a digital nomad visa, even though you work as a digital nomad elsewhere. </p>



<h2 class="wp-block-heading">Ready to come to Romania and work as a digital nomad?</h2>



<p class="wp-block-paragraph">Nothing simpler! With the law for regulating digital nomad work in Romania already adopted, one has nothing else to do but go to the nearest Romanian embassy and ask for a digital nomad visa. </p>



<p class="wp-block-paragraph">After that, by having the fastest broadband in Europe and having a low cost of living, you can enjoy life to the fullest while being efficient and creative at work. </p>

<p class="wp-block-paragraph"><strong>Romania looks up to Estonia for the level of digitalization achieved by the Baltic country. </strong>This is the conclusion drawn from the official declaration of the Romanian president during his official visit to Estonia.</p>



<blockquote class="wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow"><p>It is well-known that Estonia is a champion when it comes to e-governing and digitalization. Estonia is way ahead of us in terms of e-government systems, digital services for the citizens and the security of the digital networks,, and we have so much to learn from them. I am optimistic regarding a cooperation in this field. </p><cite>Romanian President Klaus Iohannis in Tallinn</cite></blockquote>



<p class="wp-block-paragraph">The two presidents, <em>Klaus Iohannis</em> and his counterpart, <em>Kersti Kaljulaid</em>, met in Tallinn, at the Kadriorg Palace on Wednesday, June 16. One of the subjects regards the know-how of the Estonian Government for e-governing and digitalization of the public services. </p>



<p class="wp-block-paragraph">The Romanian president was not exaggerating: in Estonia, <em>99% of the state services can be accessed online and 70% of the Estonian citizens use the ID card regularly</em>. The law offers long-term visas for the digital nomads who work in Romania. </p>



<p class="wp-block-paragraph">No, Romania doesn&#8217;t yet have proper legislation to encourage digital nomads to come and work in the country, but, according to the Romanian Minister of Research, Innovation, and Digitalization cited by local media, the authorities are considering drafting and adopting such a law. </p>



<blockquote class="wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow"><p>As we have a huge labor deficit and we are going to get out of this COVID-19 pandemic crisis, this is a good way to attract digital nomads, <strong>especially as Romania is attractive for them</strong>. <p class="wp-block-paragraph">Yes, this could be an opportunity, but other countries are ages ahead of Romania from this perspective. When you think of an e-residency friendly country in Europe, the first to pop into your mind is, who else, <em>Estonia</em>. Estonia stepped on this pathway back in 2014 when they launched the e-residency program for all those who don&#8217;t have Estonian citizenship but want to establish a company, pay taxes or open a bank account in Estonia. All of them can do that with a smart card offered to certain professional categories by the Estonian Government. The program aims mainly at software developers and writers.</p>



<p class="wp-block-paragraph">Also, recently, they launched a new <a href="https://valahia.news/estonia-digital-nomad-visa-program/">Estonian e-visa for the digital nomads</a>. </p>



<p class="wp-block-paragraph">At the international level, Dubai is one of the most sought-for destinations for those who want to establish a company there, to work remotely from there, or who want to establish a <a href="https://grgbusinesscenters.com/what-are-the-benefits-of-having-a-virtual-office-in-dubai/" target="_blank" rel="noreferrer noopener">virtual office in Dubai</a>. Besides the regular benefits, <a href="https://uaefreezones.com/" target="_blank" rel="noreferrer noopener">UAE Free Zone companies</a> offer a virtual assistant to answer all your calls and e-mails, but also a meeting room and an office for you when coming to Dubai. </p>

<p class="wp-block-paragraph">Even if a dedicated law isn&#8217;t yet adopted in Romania, <em>the country is already chosen by digital nomads who take advantage of lots of benefits</em>, especially in Bucharest:</p>

<p class="wp-block-paragraph">If the authorities will also add the <em>e-residency </em>on this list, meaning you could have the right of <em>living in Romania with a digital nomad visa</em>, even as a citizen outside the European Union, then you&#8217;ll have all the reasons to stay here and work for whichever company you want. </p>



<h2 class="wp-block-heading"><strong>What do IT entrepreneurs think about the digital nomad initiative in Romania?</strong></h2>

On a short term, this could be excellent for large corporations in search for digital workforce.</p><p>What I have in mind is that other countries imposed a certain salary for the digital nomads to be able to get the e-residency visa. If similar salaries would be imposed in Romania as well, such as from <em>EUR 2,000</em> upwards, then only few entrepreneurs would afford to hire such nomads. </p><p>On the other hand, with only <strong>EUR 8 a month for broadband</strong> and <strong>around EUR 300 monthly rent for a bedroom apartment</strong>, Romania is considered to be a very attractive destination for the digital nomads worldwide. They could help us find good IT developers or digital marketers who are willing to work in a creative environment, in a country which is affordable to live in, but also is a member of the European Union. </p><cite><strong>Catalin ADAM, TUYA Digital </strong></cite></blockquote>



<p class="wp-block-paragraph">Indeed, this could be a very good initiative, but only if the authorities don&#8217;t think about establishing a too high limit for the minimum wages of the digital nomads. Let&#8217;s be honest here, a EUR 2,500 monthly salary cannot be paid by lots of employers, might them be from the IT industry. On the other hand, if such a law comes into force, due to the affordable costs with rent and broadband, Romania could easily outrank UK or even Canada in the <em>Digital Nomad Index</em>. </p>

<p class="wp-block-paragraph"><strong><em>We’re happy to announce that Estonia is launching a new Digital Nomad Visa that allows remote workers to live in Estonia and legally work for their employer or their own company registered abroad.</em></strong></p>



<p class="wp-block-paragraph">This is how the announcement of the Estonian Government, which was recently published on their <a href="https://e-resident.gov.ee/nomadvisa/">dedicated webpage</a>, starts persuading the digital nomads from the EU countries and some others to come and work in Estonia, even if they do it for their companies abroad. </p>



<p class="wp-block-paragraph">On short, if you live in Romania, for example, and you are tired of finding out that the EU countries close their borders for you or ask for mandatory quarantine on arrival, this is an opportunity if you are a digital nomad. <strong>Estonia offers digital nomad visa of up to 1 year</strong>, during which you can live and work on Estonian territory for whichever company in the world. Besides, you can also travel freely worldwide, proving you live in Estonia. At this moment, Estonia is one of the countries which handled the pandemic very well and there are no or very few restrictions for Estonian citizens.</p>



<p class="wp-block-paragraph">It is not the first innovation of this kind from the Estonian Government, though. Estonia has been offering e-visas through <strong>e-Residence digital nomad program</strong> since 2014. More than 70,000 foreigners have chosen to get a digital nomad visa in Estonia and the program brought more than EUR 40 million for the Estonian state so far. </p>



<p class="wp-block-paragraph">Interested? Fill in <a href="https://vm.ee/en/visa-application-forms">this form</a> and go for it! The application fee is up to 100 Euros for the long stay visa (Type D), but it could be only 80 Euros for the short stay (Type C). </p>
