<p class="wp-block-paragraph">Romania and Ukraine signed a series of documents in Bucharest on March 12, 2026, formally upgrading their bilateral relationship to a strategic partnership amid continuing security pressures across the Black Sea region and Eastern Europe.</p>



<p class="wp-block-paragraph">The documents were signed by Romanian President Nicușor Dan and the President of Ukraine during an official visit that signals a shift from political backing and diplomatic coordination to a broader framework of strategic cooperation.</p>



<p class="wp-block-paragraph">The new partnership framework provides for a high-level strategic commission led by the two heads of state, annual joint government meetings, and regular consultations between the foreign and defence ministries of both countries.</p>



<p class="wp-block-paragraph">Through the joint declaration, Romania reaffirmed its firm support for Ukraine’s sovereignty and territorial integrity in the face of Russian aggression, while explicitly rejecting the logic of spheres of influence. The document also restates Bucharest’s support for Ukraine’s European path and its Euro-Atlantic aspirations once the necessary conditions are met.</p>

<p class="wp-block-paragraph">The partnership is designed to expand cooperation in areas including cybersecurity, counter-disinformation, emergency response, and Black Sea security, with an additional focus on trilateral coordination involving Moldova.</p>



<p class="wp-block-paragraph">One of the most significant outcomes of the visit was the launch of a new defence coproduction framework. The two sides agreed on a declaration of intent for joint production of defensive materiel in Romania, with the first phase expected to focus on Ukrainian systems, such as drones.</p>



<p class="wp-block-paragraph">The initiative could receive partial support through European funding instruments, including the SAFE mechanism, with financing estimated at up to €200 million. Ukrainian technology transfers are expected to support business-to-business manufacturing lines, with production aimed primarily at the armed forces of both countries.</p>



<p class="wp-block-paragraph">Although the document does not yet create binding legal obligations, it lays the groundwork for future agreements and for the development of a more resilient defence industrial base in the Black Sea region.</p>



<p class="wp-block-paragraph">On the energy front, the two countries agreed on concrete steps toward new 400 kV and 110 kV electricity lines linking Suceava with Chernivtsi and Siret with Porubne. The objective is to strengthen electricity trade and deepen Ukraine’s integration into the European ENTSO-E network.</p>



<p class="wp-block-paragraph">The discussions also covered the advancement of the Vertical Gas Corridor and the possible use of Ukrainian storage capacity for Romanian gas, including supplies linked to the Neptun Deep offshore project.</p>



<p class="wp-block-paragraph">The bilateral agenda also includes stronger border connectivity through new crossing points, additional rail links, and simplified customs procedures. At the same time, the documents refer to transparent mechanisms for handling Ukrainian grain transit to avoid local market distortions and protect Romanian farmers.</p>



<p class="wp-block-paragraph">A distinct section of the agreements addresses minority rights. The framework includes high-level guarantees for the protection of the Romanian minority in Ukraine and the Ukrainian community in Romania, covering mother-tongue education, cultural preservation, and the removal of artificial distinctions between the Romanian language and the so-called “Moldovan” language.</p>



<p class="wp-block-paragraph">The package also envisions joint history commissions as well as symbolic and institutional initiatives tied to national language promotion and shared historical memory.</p>



<p class="wp-block-paragraph">Taken together, the documents indicate that Bucharest and Kyiv are moving into a new phase of bilateral relations, one defined not only by political solidarity but by growing strategic interdependence in defence, energy, infrastructure, and regional security. The next stage will be turning these commitments into sector-specific roadmaps and concrete implementation mechanisms.</p>

This decision marks a significant escalation in the ongoing conflict and comes amid increasing military cooperation between Russia and North Korea, raising concerns about a broader confrontation.</p>



<h2 class="wp-block-heading">A Strategic Shift</h2>



<p class="wp-block-paragraph">Historically, the U.S. has refrained from allowing Ukraine to strike targets inside Russia, fearing that such actions could provoke a severe escalation of hostilities. However, the recent deployment of North Korean troops to assist Russian forces in the Kursk region has prompted a reassessment of this stance. </p>

<p class="wp-block-paragraph">Romania&#8217;s Ministry of Agriculture and Rural Development announces that it is ready to limit imports of eggs and poultry meat from Ukraine. Other EU states are preparing similar measures, and the reproaches brought to the Ukrainians are the same as in the case of cereals.</p>



<p class="wp-block-paragraph">Romania&#8217;s Minister of Agriculture, Florin Barbu, supported Bulgaria&#8217;s proposal to ban the import of eggs from Ukraine since September 23 this year in the AgriFish Council and has already asked the European Commission for a solution to protect European farmers from Ukraine&#8217;s dumping prices, according to a press release from MADR.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>There is a need for an intervention by the European Commission regarding Ukrainian imports of eggs and poultry meat, taking into account the fact that our farmers are subject to certain conditionalities regarding the rearing of birds, which entail much higher costs compared to those of farmers in outside the European Union. We are waiting for a quick decision from the European Commission. <p class="wp-block-paragraph">The European Union has lifted import restrictions for agricultural products from Ukraine as a result of Russia&#8217;s military offensive. <p class="wp-block-paragraph">After public discussions regarding the opportunity of donating the only functional Patriot system to Ukraine following Washington&#8217;s demands, Romania decided to comply with the US orders. </p>



<p class="wp-block-paragraph">On Thursday, June 20, the Supreme Council for Country&#8217;s Defence approved the anti-missile system to be sent to Ukraine. This decision follows the demand expressed by the current US President, Joe Biden, and the constant pressures exerted on Romania to comply. </p>



<p class="wp-block-paragraph">The decision has been constantly criticized, even by Romania&#8217;s Army officers. Notably, the Romanian Army mentioned that the country should not send the only functional anti-missile system to Ukraine. The Ministry of Defense clearly states, in a document already sent to President Johannis, that Romania will not cede any PATRIOT system to Ukraine, at least not at this moment. The report does not show that our country remains exposed but that the heads of the Army fear that Romania will not be able to recover this system once sent to a theatre of war.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>According to President Zelensky, Ukrainians need two Patriot systems for Kharkiv – and much more. You can’t find Patriot systems at the supermarket. They are pretty few, challenging to produce, there are many promises, and Taiwan is also waiting for them. The big problem, the political pressure President Biden has put on Romania, in my opinion, is almost crushing. Romania’s big dilemma is that there are elections. Romania’s second dilemma is that Poland does not give Patriot. If Poland had given Patriot, it was impossible to say “no”. <p class="wp-block-paragraph">The formal request was made in Washington this month when Romania’s President Klaus Johannis met Joe Biden. At that moment, when asked by the journalists, Johannis avoided a direct answer to whether <a href="https://valahia.news/romania-offers-patriot-system-ukraine/">Romania would deliver a Patriot system to Ukraine</a>.</p>

<p class="wp-block-paragraph">Joe Biden exerts almost crushing pressure on Romania to deliver the functional Patriot System to Ukraine. This is the conclusion of one of Romania&#8217;s most reputable foreign political analysts, Professor Dan Dungaciu from the Bucharest University. This is a problem for Romania, especially while other countries, such as Poland, announced they wouldn&#8217;t deliver their Patriot systems to Ukraine.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>According to President Zelensky, Ukrainians need two Patriot systems for Kharkiv &#8211; and much more. You can&#8217;t find Patriot systems at the supermarket. They are pretty few, challenging to produce, there are many promises, and Taiwan is also waiting for them. The big problem, the political pressure President Biden has put on Romania, in my opinion, is almost crushing. Romania&#8217;s big dilemma is that there are elections. Romania&#8217;s second dilemma is that Poland does not give Patriot. If Poland had given Patriot, it was impossible to say &#8220;no&#8221;. <p class="wp-block-paragraph">The formal request was made in Washington this month when Romania&#8217;s President Klaus Johannis met Joe Biden. At that moment, when asked by the journalists, Johannis avoided a direct answer to whether <a href="https://valahia.news/romania-offers-patriot-system-ukraine/">Romania would deliver a Patriot system to Ukraine</a>. </p>



<p class="wp-block-paragraph">Politicians in Romania postponed the Supreme Council for National Defense meeting on this subject until after the elections. As Professor Dan Dungaciu mentioned, the population could feel vulnerable, impacting their voting decision. </p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>What does Poland say? We are on the front line. If Poland does not give the Patriot, it will be much more complicated for Romania to explain why it gave it. Thirdly, remember that narratives appeared, which, in a way, lie to the world, &#8220;the Russians, if they win in Ukraine, enter NATO states, including Romania&#8221;. Whether we believe it or not, we probably don&#8217;t believe it. <p class="wp-block-paragraph">In the same TV show, broadcast by the national TV station B1, Dungaciu also referred to the inability of Romania&#8217;s officials to negotiate something in return. </p>

<p class="wp-block-paragraph">With a President more concerned about his political future, more inclined to execute suggestions coming from Washington, and with a Government focusing exclusively on June 9, the local and European election date, thus more inclined to oppose such a decision, the only functional Patriot System that Romania has could stay even longer in the country.  </p>



<p class="wp-block-paragraph">However, one thing is clear: Ukraine needs all the defence systems in the region combined to resist the latest counter-offensive of the Russian forces. And even all these could not suffice. In this context, Romania&#8217;s decision to deliver one Patriot System would be only a symbolic gesture to show the Biden administration that the country is the most obedient ally in NATO&#8217;s Eastern flank. </p>



<p class="wp-block-paragraph">On the other hand, if Romania bends under this pressure, it could place more pressure on Poland to behave the same way. </p>

<p class="wp-block-paragraph">Switzerland confirmed it will host a two-day high-level conference in mid-June to achieve peace in Ukraine. The conference will be organized at the luxury hotel Bürgenstock near Lucerna from June 15-16. </p>



<p class="wp-block-paragraph">However, <strong><em>Russia has clarified that it will not attend</em></strong>, considering that Switzerland has lost its status as a neutral country. Switzerland, a favourite banking destination of the Russian oligarchs, has just adopted a law which allows the state to use the Russian money in the Swiss banks to help Ukraine. USD 8 Billion of the Russian citizens are deposited in Swiss Banks.</p>



<p class="wp-block-paragraph">The conference&#8217;s objective will be to create a favourable framework for a comprehensive and lasting peace in Ukraine and &#8220;a concrete road map for Russia&#8217;s participation in the peace process.&#8221;</p>



<p class="wp-block-paragraph">The question arises: What&#8217;s the point of having a peace conference on the Ukraine-Russia war if one of the states doesn&#8217;t attend? How can peace be obtained if Russia or Ukraine do not sit at the same negotiation table?</p>



<p class="wp-block-paragraph">Meanwhile, the situation on the Eastern Ukraine&#8217;s front is terrible, as the allied countries, especially the US, send fewer weapons and ammunition to Ukraine. The US&#8217;s intricate political games in Washington block a direct weapon supply, while in Europe, Germany refused to send the promised rockets to Ukraine, saying they fear an attack from Russia. </p>



<p class="wp-block-paragraph">The last talks between Moscow and Kyiv since Russia launched its invasion of Ukraine on February 24, 2022, took place in Istanbul in March of that year.</p>

<p class="wp-block-paragraph"><strong>Find in today&#8217;s article the key messages of Tucker Carlson&#8217;s interview with the president of Russia, Vladimir Putin, shot on February 6, 2024.</strong></p>



<p class="wp-block-paragraph">The interview took place in Moscow and was primarily about the war in Ukraine. Putin talked about how it started, what&#8217;s happening and, most presently, how it might end. </p>



<h2 class="wp-block-heading"><strong>Putin on Ukraine&#8217;s statehood </strong></h2>



<p class="wp-block-paragraph">At the beginning of the interview, Tucker Carlson asked the most obvious question: <em>Why did you do this? Did you feel a threat, an imminent physical threat? What&#8217;s your justification? </em>The answers, as Tucker said, shocked him.</p>



<p class="wp-block-paragraph">Putin talked for a very long time, probably half an hour, about the history of Russia going back to the 8th century. The interviewer thought this was a filibustering technique and interrupted him several times. Even if Putin was annoyed by the interruption he took the discussion to the conclusion that it was not a filibustering technique. There was no time limit on the interview so they ended it after more than 2 hours instead.</p>



<p class="wp-block-paragraph">Putin made a comprehensive historical presentation about how Ukraine was built after World War II as an &#8220;artificial state&#8221;: </p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>After World War II Ukraine received in addition to the lands that had belonged to Poland before the war part of the lands that had previously belonged to Hungary and Romania so Romania and Hungary had some of their lands taken away and given to Soviet Ukraine and they remain part of Ukraine so in this sense we have every reason to affirm that Ukraine is an artificial state&#8230;</p><cite>Vladimir Putin on Ukraine as a state</cite></blockquote>



<h2 class="wp-block-heading"><strong>Putin on Romanian and Hungarian territories taken by Ukraine after WW II</strong></h2>



<p class="wp-block-paragraph">Putin referred to the Ukrainian soviet state as an artificial one by reminding Carlson that after WW II parts of Hungarian and Romanian territories were taken by the USSR and offered to the soviet Ukraine.</p>



<p class="wp-block-paragraph">Tucker Carlson asked: Do you believe Hungary has a right to take its land back from Ukraine and that other nations have a right to go back to their 1654 borders? Putin replied: I&#8217;m not sure whether they should go back to the 1654 borders but given Stalin&#8217;s time, so-called Stalin&#8217;s regime, which as many claim saw numerous violations of human rights and violations of the rights of other states, one may say that they could claim back those lands of theirs while having no right to do that it is at least understandable. </p>



<p class="wp-block-paragraph">Another question Carlson raised was about Putin&#8217;s invitation to other state chiefs to claim their part. At the question &#8220;<em>Have you told Victor Orban that he can have part of Ukraine?</em>&#8221; Putin replied, &#8220;<em>I have never told him, not a single time. We didn&#8217;t even have any conversation on that but I know for sure that Hungarians who live there wanted to get back to their historical land.</em>&#8220;</p>



<h2 class="wp-block-heading">Putin on the so-called collapse of the USSR</h2>



<p class="wp-block-paragraph">Also, Putin referred to the so-called collapse of the USSR, which he believed was misunderstood by the American citizens. </p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>First I think that the Russian leadership believed that the fundamentals of the relationship between Russia and Ukraine were a common language more than 90% of the population there spoke Russian. Family Ties Every third person there had some kind of family or friendship ties, common culture, common history, and finally common Faith, coexistence with a single state for centuries and deeply interconnected economies. All of these were so fundamental, that all these elements together make our good relationships inevitable. The second point is a very important one: I want you as an American citizen and your viewers to hear about this as well &#8211; the former Russian leadership assumed that the Soviet Union had ceased to exist and therefore there were no longer any ideological dividing lines Russia even agreed voluntarily and proactively to the collapse of the Soviet Union and believed that this would be understood by the so-called Civilized West as an invitation for cooperation and Association. <h2 class="wp-block-heading">Putin on the US refusal to accept Russia in NATO</h2>



<p class="wp-block-paragraph">Putin reiterated his discussion with Bill Clinton about Russia&#8217;s attendance to NATO.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>I became president in 2000 I thought okay, the Yugoslav issue is over, but we should try to restore relations. Let&#8217;s reopen the door that Russia had tried to go through moreover, I said it publicly. I reiterated this at a meeting here in the Kremlin with the outgoing President Bill Clinton, right here in the next room. I asked him &#8220;Bill, do you think about the fact that Russia asked to join NATO? Do you think it would happen suddenly? <h2 class="wp-block-heading">Putin on Crimea issue</h2>



<p class="wp-block-paragraph">During the interview with Carlson, Putin explained why losing Crimea was a key point for Russia&#8217;s actions.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>Without losing Crimea we would have never considered even lifting a finger if it hadn&#8217;t been for the bloody developments on maidan because we agreed with the fact that after the collapse of the Soviet Union, our borderers should be along the borders of former Union&#8217;s republics. We agreed to that, but we never agreed to NATO&#8217;s expansion and we never agreed that Ukraine would be in NATO. <h2 class="wp-block-heading">Putin on Nazi ideology in Ukraine</h2>



<p class="wp-block-paragraph">Regarding the Ukrainian people, Putin talked about his concerns: &#8220;I say that Ukrainians are part of the one Russian people. They say, &#8220;No, we are a separate people.&#8221; Okay, fine if they consider themselves a separate people, they have the right to do so but not based on Nazism. The Nazi ideology.&#8221;</p>



<h2 class="wp-block-heading">Putin on using nuclear weapons</h2>



<p class="wp-block-paragraph">Putin kept mentioning everyone&#8217;s fear of another World War or the possibility of using nuclear weapons.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>Can you imagine a scenario where you send Russian troops to Poland? Only in one case: if Poland attacks Russia. Why? Because we have no interest in Poland, Latvia, or anywhere else. Why would we do that? We simply don&#8217;t have any interest. It&#8217;s just threat-mongering. Well, the argument I know, you know this is that, well, he invaded Ukraine, he has territorial aims across the continent, and you&#8217;re saying unequivocally you don&#8217;t. It is absolutely out of the question. You just don&#8217;t. To be any kind of analyst, it goes against common sense to get involved in some kind of a global war. And a global war will bring all humanity to the brink of destruction. It&#8217;s obvious. There are certainly means of deterrence. They have been scaring everyone with us all along. &#8220;Tomorrow Russia will use tactical nuclear weapons.&#8221; &#8220;Tomorrow Russia will use that.&#8221; No, the day after tomorrow. So what? To extort additional money from us taxpayers and European taxpayers in the confrontation with Russia in the Ukrainian theatre, a war. <p class="wp-block-paragraph">Another subject detailed by Putin was the relations with China.</p>

Third, China&#8217;s foreign policy philosophy is not aggressive. Its idea is to always look for compromise. And we can see that. The next point is as follows. We are always told the same Boogeyman story, and here it goes again through a euphemistic form, but it is still the same Boogeyman story. The cooperation with China keeps increasing. The pace at which China&#8217;s cooperation with Europe is growing is higher and greater than that of the growth of Chinese-Russian cooperation. Ask Europeans, aren&#8217;t they afraid? <p class="wp-block-paragraph">Romanians spend their ski vacations in &#8220;war-torn&#8221; Ukraine. Recklessness or calculated risk? While having some of <a href="https://valahia.news/best-ski-resorts-romania/">the best ski resorts in Romania</a>, at home, these guys prefer travelling to a &#8220;war-torn&#8221; country. Why?</p>



<p class="wp-block-paragraph">One would consider that tourists should avoid countries at war. It is common sense. If there are enough tourists to spend their ski vacation in Ukraine on the snow-covered slopes, there might be thousands to travel to the Gaza Strip to bask in the sun. However, Romanians seem to be a one-of-a-kind nation. </p>



<p class="wp-block-paragraph">But the question remains: are Romanians so stupid or so courageous to spend their ski vacation in a country at war and to sunbathe in Gaza Strip, or is the situation not what mass media tells people about Ukraine? What is the truth here? </p>



<p class="wp-block-paragraph">As for us, we don&#8217;t suspect Romanians of being stupid or courageous. It must be something else.</p>

<p class="wp-block-paragraph">The interviewed Romanian tourists talk about &#8220;calculated risks.&#8221; They risk their safety and lives while Romania has plenty of ski resorts, and they could&#8217;ve chosen to stay in their own country for a fact. </p>



<p class="wp-block-paragraph">What&#8217;s next? Sunbathing in the Gaza Strip? Or maybe a city break in one of the ISIS-occupied territories? </p>



<p class="wp-block-paragraph">One thing is sure &#8211; sometimes, ordinary people can prove that all the media manipulation is far from the truth. This is a lesson to all who believe without searching for information. And, if in Bukovel there is no war or Romanian tourists spend their ski vacation under calculated risk, this could be how all the European nations with a passion for skiing might contribute to the &#8216;war-torn&#8217; Ukraine&#8217;s economy. </p>
