<p class="wp-block-paragraph">Romania has taken a significant step toward expanding its agri-food footprint beyond Europe after signing a new intergovernmental agreement with China in Beijing, opening what officials describe as a major new export corridor for Romanian agricultural products. The deal creates a formal framework for gradually increasing exports of Romanian dairy and poultry products to the Chinese market, with pork and grains expected to follow in later stages.</p>



<p class="wp-block-paragraph">Presented by Romanian authorities as a strategic breakthrough for the domestic agricultural sector, the agreement is being framed not merely as an export arrangement, but as part of a wider shift in Romania’s economic positioning. The stated objective is to move the country away from its long-standing role as a supplier of raw agricultural commodities and toward a stronger status as a value-added European producer capable of integrating into China’s vast food-import ecosystem.</p>



<h2 class="wp-block-heading">A five-year framework for agricultural cooperation</h2>



<p class="wp-block-paragraph">The agreement is a five-year Memorandum of Understanding, with the possibility of extension. It covers a broad range of areas for cooperation, including food security, agricultural investment, processing capacity, research and innovation, and the transfer of modern technologies related to digital agriculture and sustainable farming.</p>



<p class="wp-block-paragraph">A joint working group is expected to be established in order to define priorities and coordinate concrete projects between the two sides. This mechanism is intended to help Romanian exporters and Chinese import authorities align more efficiently on quarantine protocols, logistics requirements, certification procedures and shifting market conditions.</p>



<h2 class="wp-block-heading">Dairy and poultry lead the first export wave</h2>



<p class="wp-block-paragraph">The first stage of the new export corridor will focus on Romanian dairy products, processed chicken meat, and selected fish and aquatic products. Officials say producers that already comply with China’s demanding sanitary, traceability and documentation standards could begin regular shipments within weeks or from the second quarter of the year, depending on the pace of final approvals.</p>



<p class="wp-block-paragraph">Romanian exporters are expected to rely heavily on the quality positioning of their products, emphasising that production takes place under strict European Union standards, with limited additives and increasingly strong clean-label credentials. That combination, officials believe, could strengthen confidence among Chinese buyers and help Romanian goods stand out in a competitive import environment.</p>



<p class="wp-block-paragraph">Some Romanian sources have suggested that, over the medium term, a substantial share of the country’s dairy output could be directed toward the Chinese market under long-term contracts potentially worth several billion euros. If realised, such volumes would not only support dairy producers directly but also generate knock-on demand across related sectors, including animal feed, packaging, storage, transport, and cold-chain logistics.</p>



<h2 class="wp-block-heading">Pork and grains are expected to follow</h2>



<p class="wp-block-paragraph">After the initial dairy and poultry phase, Romanian authorities are preparing to broaden the export basket to include pork, processed pork products, and grain shipments. Pork is being presented as a particularly important growth segment, with Romania seeking to position itself as a diversified and credible protein supplier for China.</p>



<p class="wp-block-paragraph">Grains are also expected to become a central part of the next stage. Romanian officials have highlighted wheat, maize and other cereals as major strengths of the domestic agricultural sector, with strong potential to serve both food and feed demand in China’s large and evolving market. That prospect is especially relevant for Romania, which already has significant agricultural output but has long struggled to capture enough value through higher-level processing and branding.</p>



<h2 class="wp-block-heading">A push for domestic processing and export diversification</h2>



<p class="wp-block-paragraph">In Bucharest, the agreement is being portrayed as a flagship element of a broader strategy to diversify Romania’s agri-food exports beyond the European Union while simultaneously strengthening domestic processing capacity. The government expects the deal to benefit larger integrated processors and cooperatives that can meet the strict standards required by Chinese authorities, while also encouraging smaller farms to enter more organised supply chains and production clusters.</p>



<p class="wp-block-paragraph">Officials argue that stable access to a large external market such as China could help attract new investment into Romania’s agricultural sector, modernise warehousing and refrigeration infrastructure, and accelerate the transition from low-margin bulk exports to higher-value branded and processed products. In that sense, the agreement is seen as both an export opportunity and an industrial policy tool.</p>



<h2 class="wp-block-heading">A strategic economic opening with wider trade implications</h2>



<p class="wp-block-paragraph">Beyond agriculture, the agreement also carries broader geopolitical and trade significance. It strengthens Romania’s economic relationship with China at a time when both sides are navigating more complex global trade balances and strategic partnerships. Romanian authorities have stressed that cooperation with China in agriculture does not weaken safety or quality standards, but remains fully consistent with European Union rules and frameworks.</p>



<p class="wp-block-paragraph">For Romanian producers, the appeal is clear: access to a large and potentially more predictable long-term market. For the government, the deal offers a chance to present Romanian agriculture as more competitive, more modern and more internationally integrated. Whether the agreement will deliver on its more ambitious promises will depend on implementation, approvals and the capacity of Romanian producers to scale up under demanding export conditions. But politically and economically, Bucharest is clearly treating the deal as a milestone.</p>

<p class="wp-block-paragraph">Bucharest Special Forces from Police and Gendarmerie barricaded the entrances to Bucharest to prevent Romanian farmers protesting against the Government from entering the city. The farmers&#8217; protest reached the city gates on Thursday, January 11. </p>

<p class="wp-block-paragraph">Protesters asked to discuss with the Government&#8217;s representatives, but the officials refused to meet the protesters. The only official to meet them was Bucharest&#8217;s prefect, who asked for calm. </p>

<p class="wp-block-paragraph">The special forces and the national police stopped the protesters at Chiajna, a village near Bucharest&#8217;s outskirts. </p>



<p class="wp-block-paragraph">The Romanian farmers asked for lower taxes and more subsidies for agriculture, but they also asked for <a href="https://valahia.news/romania-sacond-largest-importer-grain-ukraine/">Romania not to favour the Ukrainian farmers</a> any longer. </p>

<p class="wp-block-paragraph">According to EUROSTAT, 4.2% of European employment worked in agriculture, forestry or fishing. The agriculture, forestry and fishing sector continues to be a significant source of employment, particularly in eastern and southern EU countries. Here, Romania is the champion.:Vaslui (61.7%) and Neamţ (51.4%) regions reported the highest employment rates in this sector.</p>



<p class="wp-block-paragraph">Furthermore, 114 NUTS regions had over 16.5% of their workforce employed in agriculture, forestry, and fishing, with concentrations in Bulgaria, Greece, Poland, Portugal and Romania.</p>



<p class="wp-block-paragraph">In absolute numbers, the regions with the highest employment in agriculture, forestry, and fishing were predominantly located in Romania, with 8 out of the top 10 regions.</p>



<p class="wp-block-paragraph">The region of Iaşi in Romania had the highest count at 146 200 employees, followed by four other Romanian regions with over 100,000 employees each.</p>



<p class="wp-block-paragraph">Romania remains <a href="https://valahia.news/romania-largest-grain-exporter-in-eu/">the grainyard of Europe</a>, as it was once famous for. In 2020, when<a href="https://valahia.news/romania-bans-grain-exports-covid-19-crisis/"> Romania decided to ban grain exports,</a> this fueled the fear of a food crisis worldwide. This speaks for itself about the potential of Romanian agriculture and explains why Romanian employment in agriculture is so high.</p>

<p class="wp-block-paragraph">Sources say that the Romanian Government is preparing a 30-day ban for the Ukrainian grain. The decision will only let the Ukrainian authorities prepare the transit so that it won&#8217;t affect the Romanian internal market. This decision seems to be followed, after 30 days, by another one which will let the transit in certain conditions.</p>



<p class="wp-block-paragraph">The Romanian Prime Minister, Mr Marcel Ciolacu, confirmed the rumours on Monday, September 18. He mentioned that Romania can ban Ukrainian products for 30 days. Also, he said there was only a gentlemen&#8217;s agreement between him and the Ukraine&#8217;s PM, but both kept their promises. </p>

<p class="wp-block-paragraph">The Ukrainian grains scandal ignited when the Ukrainian cereals flooded the European internal markets and hit the local farmers. The cheap products from Ukraine, <a href="https://valahia.news/ukrainian-grains-contaminated-pesticides/">most of the time poisoned with pesticides</a> above the European Union limit, seemed attractive for lots of processors in the European markets. Thus, the local farmers suffered significant losses, yet uncovered by the European Commission.</p>



<p class="wp-block-paragraph">Also, according to Ukrainian sources, <a href="https://valahia.news/romania-sacond-largest-importer-grain-ukraine/">Romania has become the largest importer of Ukrainian wheat</a>, after Turkey, which seriously hits local agriculture. </p>



<p class="wp-block-paragraph">In July, Romania demanded the EU continue the Ukrainian grain ban until the end of 2023. It seems that the external pressure persuaded Romania not to join the other countries that protested and banned Ukrainian products despite the European Commission&#8217;s decision. Lately, the EC decided to lift the ban imposed on the Ukrainian grain, but Poland, Hungary and Slovenia declared they would take unilateral decisions to continue the ban. </p>

<p class="wp-block-paragraph"><strong>Ukrainian grains exported to the EU are contaminated with pesticides.</strong> This is the conclusion of the second test of the grain batch seized by Slovakia. A laboratory in the country already confirmed this, but Slovakia&#8217;s authorities wanted an objective second opinion from an independent laboratory from another country. The results came from Denmark, as announced by the Slovak minister of Agriculture.</p>



<p class="wp-block-paragraph"><em>A third sample of Ukrainian grain stored at a mill in Kolarovo has tested positive for a pesticide banned in the EU</em>, interim Agriculture Minister Samuel Vlcan said on Tuesday, cited by TASR. According to the minister, the third sample was tested in Copenhagen and confirmed the presence of a banned pesticide at a concentration of 0.024 milligrams per kilogram.</p>



<p class="wp-block-paragraph">Vlcan clarified that the latest tests showed the presence of the same pesticide previously found in the grain by tests carried out in Slovakia. However, the minister assured the public that Slovakia had no flour contamination or other food products. The minister noted that the two previous tests showed pesticide concentrations of 0.026 and 0.019 mg/kg, respectively, the first carried out by the State Veterinary and Food Administration and the second by a private laboratory. </p>



<p class="wp-block-paragraph">One Hungarian publication said what it is forbidden to say in the EU these days: <a href="https://civilek.info/en/2023/04/15/the-eu-is-poisoning-its-citizens-with-ukrainian-grain/">the EU is poisoning its citizens with contaminated grain from Ukraine.</a> While on the Ukrainian side in the conflict with Russia, the EU seems to abandon all its principles and forget about its citizens&#8217; well-being. Also, Romania seems to have abandoned its farmers, who went bankrupt since the cheap and poisoned Ukrainian grain flooded the internal market. </p>

<p class="wp-block-paragraph">Protests against the cheap Ukrainian grain exports reach Bulgaria as well. Bulgarian farmers block the crossing points at the Romanian border in protests against the exports of Ukrainian grains. </p>



<p class="wp-block-paragraph">As announced by <a href="https://crisis24.garda.com/alerts/2023/03/bulgaria-romania-bulgarian-farmers-protesting-at-four-border-checkpoints-with-romania-march-29-31">Crisis24.com</a>, The Bulgarian National Association of Grain Producers is leading protests at four border crossing points with Romania from March 29-31. The purpose of the action is to demand the government change rules around importing grain from Ukraine, which activists claim undercuts domestic producers. The targeted crossing points are Vidin, Ruse, Kardam, and Silistra; activists intend to use vehicles to block customs areas and adjacent roads.</p>



<p class="wp-block-paragraph">The protests will result in significant disruptions at the targeted crossing points, including delays and possible suspension of traffic through border checkpoints. Authorities will deploy additional security forces to monitor the protests and may attempt to disperse protesters. The actions are likely to remain peaceful, though isolated clashes between activists and security services or with disgruntled road users are possible.</p>



<p class="wp-block-paragraph">It&#8217;s not only Bulgarian farmers but also Romanian and Poland farmers who are unhappy with the decision to allow Ukrainian products to be exported to the European Union. The low prices and low quality make the Ukrainian grain flood the market instead of the higher quality but higher pricing Bulgarian, Poland and Romanian cereals. </p>



<p class="wp-block-paragraph">Not only that, but the sums allocated to the three countries by the European Union to cover the costs of the losses are ridiculous: Poland will receive 30 million euros, Bulgaria will receive 16 million, and Romania will receive the least money, 10 million euros. Apparently, after Romanian farmers&#8217; protests, the EU decided to increase the funds to Romania, but an official announcement from Brussels is yet to come. </p>



<p class="wp-block-paragraph">In February, the Romanian farmers asked the European Union to impose controls at the border for Ukrainian grains, as they are exempt from such checking. This allows Ukrainian products with pesticides to enter the European market.</p>

<p class="wp-block-paragraph">Romania exported grains and grain products worth more than EUR 2 billion in the first five months of 2022. The value of grain export is 77% higher than in 2021.</p>



<p class="wp-block-paragraph">According to the centralized statistics of the <strong>National Institute of Statistics</strong>, Romania exported grains and preparations made from cereals worth <strong>EUR 2.155 billion</strong> in the first five months of this year, a growth of <strong>77.2%</strong> compared to the same period in the previous year.</p>

<p class="wp-block-paragraph">The greatest exports, EUR 422.4 million, were reported in March. According to the local platform, <strong><a href="https://economedia.ro/romania-a-exportat-in-primele-cinci-luni-ale-acestui-an-cereale-si-preparate-de-cereale-de-peste-2-miliarde-de-euro-valoarea-e-cu-77-peste-cea-din-anul-precedent.html?source=biziday#.YwXHiHZBy3B" target="_blank" rel="noreferrer noopener">Economedia</a></strong>, Romania exported cereals and preparations made with grain worth EUR 683.5 million (16.3%) between January and May 2022.</p>



<p class="wp-block-paragraph">Therefore, despite the effects caused by the war between Ukraine and Russia, Romania has several advantages, being one of the granaries of Europe, Romania&#8217;s agriculture could gain a lot from exports. However, this year&#8217;s<a href="https://valahia.news/romania-faces-severe-drought-in-2022/"> drought </a>caused many losses in this sector. If an effective <a href="https://valahia.news/romania-to-invest-in-irrigation/">irrigation plan </a>were to be implemented, Romania would bring much greater profits from agriculture.</p>

<p class="wp-block-paragraph">Romanians spend an average of EUR 2 per year on organic food,  compared to an average of EUR 102 for all of Europe.</p>



<p class="wp-block-paragraph"><em>Diego Canga Fano</em> and <em>Henri Delanghe,</em> two European officials who work for the General Directorate for Agriculture and Rural Development of the European Commission, are currently in Romania to assist the government<em> </em>in creating a national action plan for organic farming. Because of the significance of this plan, Romania was the first country they visited.</p>



<p class="wp-block-paragraph">According to <em><a href="https://www.agerpres.ro/economic-intern/2022/07/21/interviu-oficiali-dg-agri-un-european-consuma-in-medie-alimente-organice-in-valoare-de-102-euro-an-in-romania-consumul-este-de-2-euro--952835">Agerpres</a></em>, given that the average consumer spending on organic food in Romania is barely 2 euros, compared to 102 euros in the European Union, European officials have claimed that the country has enormous growth potential in this area.</p>



<p class="wp-block-paragraph">It is hoped that all member states, including Romania, develop organic agriculture and adopt a comprehensive approach on the supply and demand side and sustainability. According to European officials, the National Strategic Plan and the Resilience Fund can contribute to the organic sector&#8217;s development.</p>



<p class="wp-block-paragraph">The EU representatives emphasized the crucial role the government can play in educating and enlightening consumers, arguing that there ought to be more incentives for the general public to buy organic goods in Romania.</p>

<p class="wp-block-paragraph">Organic food is much more expensive, and most Romanians cannot afford to spend more on healthy food. Another reason Romanians do not spend money on organic food is because they procure these foods through other methods. Many Romanians, especially those living in rural areas, grow their food, ensuring their organic food intake. <a href="https://valahia.news/romania-largest-grain-exporter-in-eu/">Romania has great potential in agriculture</a>, mainly because there are many agricultural lands and a suitable climate. Currently, those who produce organic food that does not use pesticides or fertilizers are the small farmers who must be supported financially, especially now when <a href="https://valahia.news/romania-faces-severe-drought-in-2022/">Romania is facing severe drought</a>.</p>

<p class="wp-block-paragraph">Romania is experiencing a substantial precipitation deficit, and the signs show no improvement soon. According to the specialists, 2022 will be among the driest in recorded history.</p>



<p class="wp-block-paragraph">Expert estimates place corn and sunflower as the two agricultural crops most affected by the severe pedological drought, with Moldova experiencing the region&#8217;s lowest annual rainfall (322.6 litres per square meter) in 2022.</p>



<p class="wp-block-paragraph">Romanian authorities are concerned about this topic, warning the population of the effects of drought on agricultural production but also on the need for <a href="https://valahia.news/water-rationalization-usage-in-romania/">water rationalization usage</a> during this period.</p>



<p class="wp-block-paragraph">The primary goal of the Romanian government is to put <a href="https://valahia.news/romania-to-invest-in-irrigation/">irrigation systems into operation</a>, and all the line ministries and responsible authorities will assist in counteracting the impacts created by the drought already affecting a big part of Europe.</p>



<p class="wp-block-paragraph">The Romanian Prime Minister, Nicolae Ciuca, called, at the Victoria Palace in July 2022, the first meeting of the inter-ministerial committee for the management of the effects produced by climate change in agriculture, in which the effects produced by the pedological drought were also analyzed.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>It is necessary to intervene quickly, with all our national and European resources, to protect our agriculture and Romanian farmers. We will continue to invest in and modernize agriculture to reduce our dependence on the weather situation. Putting irrigation systems into operation is our top priority. All the network of main canals of the state must be revitalized and expanded to bring water to the secondary sectors of farmers. The measures we will implement in the areas affected by drought will be based on the proposals of the Ministry of Agriculture and Rural Development, and all the line ministries and responsible authorities will contribute to combating the effects generated by this drought that is already affecting a large part of Europe.</p><cite>Nicolae Ciuca, Romanian Prime Minister</cite></blockquote>



<p class="wp-block-paragraph">The eastern half of the country and the western and northwestern regions have the most significant water deficit and are much more affected by climate change.</p>



<p class="wp-block-paragraph">Corn and sunflower are the most impacted crops. However, the considerably deeper root system compared to field crops can offer a minor improvement in water consumption. Fruit trees and vines also have issues.</p>



<p class="wp-block-paragraph">Due to climate changes and rising temperatures, Romania is facing a severe problem—the potential for water depletion. This problem exists even during the winter. Given the current context, the agricultural sector is one of the most essential sources in Romania, so measures are needed to reduce the drought&#8217;s effect and keep the agricultural industry at today&#8217;s levels.</p>

<p class="wp-block-paragraph">Due to the country&#8217;s ongoing drought, the Romanian Ministry of Agriculture has set aside EUR 1.5 billion for irrigation and drainage infrastructure.</p>



<p class="wp-block-paragraph">The project to modify the<em> National Program for the Rehabilitation of the Main Irrigation Infrastructure</em> in Romania and the Drainage Infrastructure was introduced by the Romanian Minister of Agriculture, <em>Petre Daea</em>,  in a public debate. It tries to modify agriculture in response to climate change and lessen its effects on agricultural output, as well as on other natural elements and the human population.</p>



<p class="wp-block-paragraph">Romania is experiencing a severe issue—the potential of <a href="https://valahia.news/water-rationalization-usage-in-romania/">water depletion</a>—due to climatic changes and rising temperatures, even in the winter. Before deciding to invest in irrigation (an imperative measure necessary for Romanian agriculture), the authorities warned the citizens to utilize it responsibly for all purposes.</p>



<p class="wp-block-paragraph">The funds from the national budget assigned to the program total EUR 1.5 billion and will be used up to 2027.</p>



<p class="wp-block-paragraph">This proposed normative act aims to build 150 additional irrigation facilities, up from 89. Additionally, it will expand the area that will get irrigation from 1,800,679 ha to 2,600,439 ha, improving the economic viability of irrigation systems. In addition, the area served by the irrigation infrastructure will increase from 1,212,917.8 ha to 1,464,349.70 ha, while the number of organizations that use water for irrigation will rise from 531 to 666.</p>



<p class="wp-block-paragraph">The Ministry of Agriculture hopes this program will provide financial assistance for Romania&#8217;s irrigation system, which will improve the environment for development and growth and result in higher output yields per hectare.</p>



<p class="wp-block-paragraph">In the European Union,<a href="https://valahia.news/romania-the-most-important-wheat-exporter-in-the-european-community-bloc/"> Romania exports more grains than any other country</a>, but now, Romania is facing a difficult situation. There have been reports of a substantial reduction in grain exports and supplies in Romania for several years. Although an agricultural country, this segment has been neglected recently, and the investments were never enough. This EUR 1.5 billion irrigation investment system was imperative for Romanian farmers due to drought and climate change.</p>
