<p class="wp-block-paragraph">Romania has taken a significant step toward expanding its agri-food footprint beyond Europe after signing a new intergovernmental agreement with China in Beijing, opening what officials describe as a major new export corridor for Romanian agricultural products. The deal creates a formal framework for gradually increasing exports of Romanian dairy and poultry products to the Chinese market, with pork and grains expected to follow in later stages.</p>



<p class="wp-block-paragraph">Presented by Romanian authorities as a strategic breakthrough for the domestic agricultural sector, the agreement is being framed not merely as an export arrangement, but as part of a wider shift in Romania’s economic positioning. The stated objective is to move the country away from its long-standing role as a supplier of raw agricultural commodities and toward a stronger status as a value-added European producer capable of integrating into China’s vast food-import ecosystem.</p>



<h2 class="wp-block-heading">A five-year framework for agricultural cooperation</h2>



<p class="wp-block-paragraph">The agreement is a five-year Memorandum of Understanding, with the possibility of extension. It covers a broad range of areas for cooperation, including food security, agricultural investment, processing capacity, research and innovation, and the transfer of modern technologies related to digital agriculture and sustainable farming.</p>



<p class="wp-block-paragraph">A joint working group is expected to be established in order to define priorities and coordinate concrete projects between the two sides. This mechanism is intended to help Romanian exporters and Chinese import authorities align more efficiently on quarantine protocols, logistics requirements, certification procedures and shifting market conditions.</p>



<h2 class="wp-block-heading">Dairy and poultry lead the first export wave</h2>



<p class="wp-block-paragraph">The first stage of the new export corridor will focus on Romanian dairy products, processed chicken meat, and selected fish and aquatic products. Officials say producers that already comply with China’s demanding sanitary, traceability and documentation standards could begin regular shipments within weeks or from the second quarter of the year, depending on the pace of final approvals.</p>



<p class="wp-block-paragraph">Romanian exporters are expected to rely heavily on the quality positioning of their products, emphasising that production takes place under strict European Union standards, with limited additives and increasingly strong clean-label credentials. That combination, officials believe, could strengthen confidence among Chinese buyers and help Romanian goods stand out in a competitive import environment.</p>



<p class="wp-block-paragraph">Some Romanian sources have suggested that, over the medium term, a substantial share of the country’s dairy output could be directed toward the Chinese market under long-term contracts potentially worth several billion euros. If realised, such volumes would not only support dairy producers directly but also generate knock-on demand across related sectors, including animal feed, packaging, storage, transport, and cold-chain logistics.</p>



<h2 class="wp-block-heading">Pork and grains are expected to follow</h2>



<p class="wp-block-paragraph">After the initial dairy and poultry phase, Romanian authorities are preparing to broaden the export basket to include pork, processed pork products, and grain shipments. Pork is being presented as a particularly important growth segment, with Romania seeking to position itself as a diversified and credible protein supplier for China.</p>

Romanian officials have highlighted wheat, maize and other cereals as major strengths of the domestic agricultural sector, with strong potential to serve both food and feed demand in China’s large and evolving market. <p class="wp-block-paragraph">In Bucharest, the agreement is being portrayed as a flagship element of a broader strategy to diversify Romania’s agri-food exports beyond the European Union while simultaneously strengthening domestic processing capacity. The government expects the deal to benefit larger integrated processors and cooperatives that can meet the strict standards required by Chinese authorities, while also encouraging smaller farms to enter more organised supply chains and production clusters.</p>



<p class="wp-block-paragraph">Officials argue that stable access to a large external market such as China could help attract new investment into Romania’s agricultural sector, modernise warehousing and refrigeration infrastructure, and accelerate the transition from low-margin bulk exports to higher-value branded and processed products. In that sense, the agreement is seen as both an export opportunity and an industrial policy tool.</p>

<p class="wp-block-paragraph">Beyond agriculture, the agreement also carries broader geopolitical and trade significance. <p class="wp-block-paragraph">The Washington Post mentions that China has accused the European Union of protectionism and “reckless distortion” of the definition of subsidies in response to a new EU investigation into Chinese wind turbine makers. </p>



<p class="wp-block-paragraph">According to the same <a href="https://www.washingtonpost.com/business/2024/04/10/china-eu-subsidies-investigation-wind/4ffaee16-f7aa-11ee-9506-c8544e5c9d86_story.html">source</a>, last week, the EU also announced investigations into two Chinese solar panel makers bidding for a 455-megawatt solar park in Romania. An earlier EU probe into procuring 20 electric trains in Bulgaria was dropped last month after the Chinese bidder withdrew from the competition.</p>



<p class="wp-block-paragraph">The investigation opened by the European Union on Tuesday is the latest against Chinese companies announced in the past two months under a new EU regulation.</p>



<p class="wp-block-paragraph">The investigation will examine whether Chinese subsidies give wind turbine companies an unfair advantage in the competition for projects in five member countries: Spain, Greece, France, Romania and Bulgaria.</p>



<p class="wp-block-paragraph">A Chinese trade official made “solemn representations” in a meeting in Brussels on Wednesday with Martin Lukas, the EU director general for trade defence, the Commerce Ministry said.</p>



<p class="wp-block-paragraph">“The European side’s reckless distortion of the definition of subsidies, and the lack of openness and transparency in procedural standards during the investigation, is a protectionist act that harms the fair competition environment in the name of fair competition,” the statement said.</p>



<p class="wp-block-paragraph">A European Chinese business group described the investigations as “an act of economic coercion” that undermines the EU’s commitment to reducing greenhouse gas emissions.</p>



<p class="wp-block-paragraph">“This action sends a detrimental signal to the world, suggesting discrimination against Chinese enterprises and endorsing protectionism,” the China Chamber of Commerce to the EU said in a statement.</p>

<p class="wp-block-paragraph"><a href="https://valahia.news/us-embassy-in-romania-huawei-is-the-wrong-way/">Huawei is the wrong way</a>. Do you remember the word game the US Embassy made to show Romania the right path regarding the 5G tender? Yes, at that moment, Huawei had a major &#8216;flaw.&#8217; It was Chinese. Following the American way, Romania adopted legislation <a href="https://valahia.news/huawei-5g-restriction-romania-to-be-voted-in-parliament/">to ban Chinese companies from participating in the 5G tender</a>. </p>



<p class="wp-block-paragraph">The law gives the Supreme Council of Defense of the Country (CSAT) the last word regarding the authorization of projects. It excludes the Chinese company Huawei from the 5G equipment manufacturing and operating on Romanian soil. CSAT is led by the leaders who signed the strategic partnership with the USA and are very pro-American.</p>



<p class="wp-block-paragraph">To be able to participate in the construction of 5G telecommunications networks in Romania, a company must meet several conditions, among which it should not be under the control of a foreign government, in the absence of an independent legal system, it has a transparent shareholder structure and no history of unethical corporate conduct, and it is subject to a legal system that imposes transparent corporate practices.</p>



<p class="wp-block-paragraph">The law states that the CSAT&#8217;s compliant opinion &#8220;refers to the obligations assumed by the Romanian state within the framework of cooperation at the level of international organizations of which Romania is a part, of the European Union and bilateral strategic partnerships.&#8221; Of course, the Romanian &#8211; American is the one that stands out among these strategic partnerships the rule mentions. This is why everybody thought Chinese companies would never be able to implement their 5G technology in Romania, at least as long as the partnership with the USA is in force.</p>



<p class="wp-block-paragraph">The surprise came out just recently when Romania authorized Lenovo to use the very 5G equipment Huawei is forbidden to utilize. The Government&#8217;s decision says that:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>LENOVO GLOBAL TECHNOLOGY HK LIMITED is granted authorization for the use of 5G infrastructure equipment, provided that the technologies, equipment or software products sold under its name or brand come from economic operators approved under Law no. 163/2021 regarding the adoption of measures related to IT and communications infrastructures of national interest and the conditions for the implementation of 5G networks.</p><cite>Romanian Government&#8217;s decision of accepting Lenovo as 5G operator</cite></blockquote>



<p class="wp-block-paragraph">Let us get this straight: Lenovo is a Chinese company, right? So, where is the explanation for all these decisions? It&#8217;s just one thing: the Americans have never said that China is the wrong way, only that Huawei is the wrong way. The Romanian journalists interpreted it as <a href="https://valahia.news/romania-says-no-to-chinese-5g-technology/">the USA forbidding Chinese companies to operate 5G networks and equipment in Romania</a>. But they have never said that. </p>



<p class="wp-block-paragraph">What was Huawei&#8217;s fault for not being accepted to participate in the 5G tender in Romania? The thing is, Lenovo, a Chinese company, is allowed to do what Huawei wasn&#8217;t. An explanation might be that Lenovo had been connected to Hong Kong, a former UK territory, which probably offered more transparency in their technological and commercial practices than Huawei, which is pure Chinese. </p>



<p class="wp-block-paragraph">The reality is that, for one reason or another, the Chinese equipment is again agreed upon in Romania.  The USA works in mysterious ways. </p>

<p class="wp-block-paragraph">If anybody doubted that, behind all the official statements that China is the bogeyman while the US is the shiny white knight, there is a huge trade between the Bogeyman and the EU. Precisely, the European Union&#8217;s trade with China became larger than the one with the US, UK, and Russia altogether. </p>



<p class="wp-block-paragraph">China is already the main country of origin for the goods and services imported by the European Union. The growing tendency is visible when comparing Q1 2019 with Q2 2021. </p>

<p class="wp-block-paragraph">Also, the exports from the EU countries to China are growing, a visible tendency when looking at the comparison between Q2 2021 and Q1 2019. </p>

<p class="wp-block-paragraph">Here there is a noticeable drop in the exports to the UK, this is because of Brexit. Actually, UK is the only large destination outside the EU that is dropping from this perspective. </p>



<p class="wp-block-paragraph">Between Q1 2019 &amp; Q2 2021, China’s share in EU’s exports of goods increased by 1.5 pp (percentage points), while UK&#8217;s fell by 3.2 pp. The shares of Russia, Switzerland, and the United States all grew by less than 0.6 pp.</p>



<p class="wp-block-paragraph">What else can be said about that? Trade is the engine of the world. Also, trade is the main liaison between countries, beyond any diplomatic connections. Thus being said, it seems that China&#8217;s position is constantly improving worldwide, making it a real super-power, one worthy of the twenty-first century. Technologically, military or commercially, China is going to dominate the world. No doubt about it.</p>

<p class="wp-block-paragraph">Romanian 5 G Law, or, as some call it, the <em>anti-Huawei law</em>, was promulgated by the Romanian president on Friday, June 11. This week, the Romanian Senate adopted the law, the Chamber of Deputies already did that. </p>



<p class="wp-block-paragraph"><strong>Basically, the Romanian 5 G Law mentions the following:</strong></p>



<ul class="wp-block-list"><li>Romania takes into consideration the international partnerships with the EU and the USA. Here the main partnership to be taken into consideration is the one signed with the Americans in August 2019</li><li>Each 5 G technology supplier or developer needs to be approved by the PM&#8217;s decision after it gets by the Supreme Council of National Defense</li><li>The 5 G providers and operators that don&#8217;t abide by the law are sanctioned with a fine between 1% and 5% of their revenues.</li></ul>



<p class="wp-block-paragraph">Romania signed a memorandum with the US in August 2019, during an official visit of the Romanian president Klaus Iohannis, who met the then US president, Donald Trump. Starting from that moment, <a href="https://valahia.news/huawei-5g-restriction-romania-to-be-voted-in-parliament/">Romania postponed the 5 G tenders</a> and prepared the legislative framework necessary to ban the Chinese companies, mainly Huawei, from the Romanian market. </p>



<p class="wp-block-paragraph"><em><a href="https://valahia.news/us-embassy-in-romania-huawei-is-the-wrong-way/">Huawei is the wrong way</a></em> became the motto of the Americans when it came to debates regarding the presence of the Chinese giant on the Romanian market. Almost two years from the signing of the memorandum have passed and Romania kept its word: Huawei will be banned from the Romanian 5 G market. </p>

<p class="wp-block-paragraph">Romania is about to forbid China&#8217;s access to Romanian public tenders. This comes after <a href="https://valahia.news/romania-says-no-to-chinese-5g-technology/">Romania already cut out China from entering the 5 G tender</a>, a controversial movement which brought protests from Huawei and Chinese Embassy. </p>



<p class="wp-block-paragraph"> The announcement was made by the Romanian Minister of Transport, Mr. <em>Catalin Drula</em>, who presented to the Romanian media the draft of the Government Emergency Ordinance which intends to forbid the participation of the states which whom EU doesn&#8217;t have a cooperation agreement, as it is the case with China.</p>



<blockquote class="wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow"><p>The Government Ordinance modifies the public acquisition law in terms of the national residence of the participants allowed to attend the tenders from Romania. This is done in accordance with the European regulation which says that <em>the member states are not compelled to allow to public tenders but only companies from other member states or from states which have an agreement with the European Union</em>, meaning about 20 states including USA, Canada, Japan, but also states from the European proximity area. Turkey is part of the pre-joining agreement, and it is one of the states whose companies are accepted. </p><cite>Romanian Minister of Transport on China&#8217;s participation to the Romanian tenders</cite></blockquote>



<p class="wp-block-paragraph">The minister also declared that <em>the goal of this ordinance is to make sure that the companies to enter Romanian tenders respect the same regulations</em> regarding the environment protection, the labor law and the human rights. </p>



<p class="wp-block-paragraph">Also, he also stated that <strong>the rule can&#8217;t be applied but for the future tenders</strong>, even if some Chinese companies have already entered public acquisition procedures.</p>



<blockquote class="wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow"><p>There are not many Chinese companies, but there are many that sent offers and contested the results of the tenders. <p class="wp-block-paragraph">On the other hand we have to say that <em>China&#8217;s investments in Romania won&#8217;t be forbidden by the Government Ordinance</em>, but only attending the public tenders. Of course, if the situation would change and China would sign an agreement with the European Union, it will be allowed once again to attend the public procedures in Romania and all the other EU countries.</p>



<p class="wp-block-paragraph">According to statistics, China is the <a href="https://business-review.eu/international/china-the-seventh-trading-partner-of-romania-will-the-coronavirus-affect-the-economy-208436">7th trading partner of Romania</a>. </p>

<p class="wp-block-paragraph"><em>The industrial production growth</em> is a good sign for the recovery of the global economy since the beginning of the Covid-19 pandemic. Worldwide, <strong>the regional economies started to show signs of strong growth</strong>.</p>



<p class="wp-block-paragraph"><strong>China is the champion of August. </strong>Its industrial production had the fastest growth in the last 8 months, while the retail sales increased for the first time this year. It is quite normal for China to be the first country to recover, as it was the first country to be hit by the pandemic. It all starts in China, most likely in November, and it took 9 months for the country to start recovering economically.</p>



<p class="wp-block-paragraph">Talking figures, <strong>China reported a 5.6% growth of the industrial production in August</strong> and a 0.5% increase of the retail sales. </p>



<p class="wp-block-paragraph">On the opposite, <strong>U.S. industrial production slowed to a modest increase of 0.4% in August</strong> &#8211; a sign which shows that US is still far from an economic recovery. Also, the presidential elections and the economic war with China could slow the economy longer than expected. </p>



<p class="wp-block-paragraph">Meanwhile, <strong>the European Union look stronger</strong> than it looked during the lockdown. <em>In July, the industrial production grew with 4.1% as compared to June</em>, but it&#8217;s still far from the last year&#8217;s performances. Germany, the EU economic engine, started to recover stronger than expected. A so called <em>V-shaped recovery </em>is the most expected scenario, according to the German minister of Economy, Peter Altmaier. </p>



<p class="wp-block-paragraph">As for the less developed EU countries, such as Romania or Bulgaria, if we take just two examples from the Eastern Europe, this is also good news. <em>Germany is the country of destination for 23% of the Romanian exports</em>, and Bulgaria is also exporting to Germany, too. The V-shaped recovery of the regional economies could help the weaker countries enter into a V-shaped recovery scenario as well. </p>
