Romania’s Defence Minister Ionuț Moșteanu Resigns Amid CV Controversy

Romania’s Minister of National Defence, Ionuț Moșteanu, resigned on November 28, 2025, following a controversy triggered by inconsistencies in his resume. The issue arose when it was revealed that Moșteanu had claimed in his CV to have graduated from Athenaeum University, a claim the institution disputed. Moșteanu admitted this was a mistake and clarified that his actual degree is a Bachelor’s in Management from Bioterra University, obtained in 2015.

Without disputing the level of the university mentioned above, Bioterra is viewed by locals as among the lower-ranked Bucharest universities, mostly known for issuing diplomas rather than imparting knowledge.

In addition to the resume controversy, Ionuț Moșteanu faced allegations related to a bribery scandal involving a former senator, Marius Isăilă, who was detained for allegedly promising €1 million to influence defence contracts awarded during Moșteanu’s tenure.

Although Moșteanu was not formally accused, the case fueled political tensions and scrutiny around his leadership and the transparency of defence procurement processes, adding pressure that contributed to the challenges he faced as Defence Minister.

In his resignation announcement, Moșteanu stated that he took this step out of a sense of responsibility and respect for the Romanian Army, especially in the context of ongoing security threats from Russia. He emphasised that he did not want personal errors made years ago to distract from the critical mission of defending national security. During his five months as Defence Minister, he highlighted efforts to strengthen alliances, accelerate equipment programs, improve the legal framework, and defend servicemen’s rights.

Prime Minister Ilie Bolojan accepted the resignation and proposed Radu Miruță, the Minister of Economy, to serve as interim Defence Minister. The controversy affected political dynamics, with criticism coming from opposition parties. Moșteanu’s party, USR, known for its focus on transparency, held internal discussions before his resignation.

Moșteanu also urged the public and political actors to focus on the security challenges facing Romania and Europe rather than the controversy surrounding his background, calling for continued support for government leaders steering the country through turbulent times.
