<p class="wp-block-paragraph">A Romanian mayor from western Romania has turned an international gymnastics event into a new diplomatic scandal between Bucharest and Moscow, only days after Russia ordered the closure of Romania’s consulate in St Petersburg.</p>



<p class="wp-block-paragraph">The latest dispute erupted around the Rhythmic Gymnastics World Challenge Cup in Cluj-Napoca, where Mayor Emil Boc, a former PM in Romania, said Russian athletes would not be allowed to use Russia’s flag or anthem at BT Arena. His intervention prompted Russia’s rhythmic gymnastics team to withdraw from the competition, accusing the Romanian side of violating international sporting rules.</p>



<p class="wp-block-paragraph">The scandal now leaves Romania in a difficult position. On one side, Russian athletes argue they should not pay the price for political decisions made by governments. On the other hand, Romania is facing an increasingly hostile relationship with Moscow, from the closure of its St Petersburg consulate to the fallout from Russian drone incidents near its border.</p>



<p class="wp-block-paragraph">That is why the gymnastics dispute is no longer just about sport. It has become part of a broader diplomatic confrontation in which athletes, flags, anthems and war politics are now colliding inside a Romanian arena.</p>



<h2 class="wp-block-heading">This scandal comes after the Romanian Consulate in Sankt Petersburg was closed</h2>



<p class="wp-block-paragraph">The timing makes the case more than a local sporting controversy. Moscow had just announced the closure of Romania’s Consulate General in St Petersburg and the expulsion of the Romanian consul general, in retaliation for Bucharest’s earlier decision to shut down Russia’s consulate in Constanța. That Romanian decision followed a Russian drone incident in Galați, where civilians were injured after a drone crashed into a residential building.</p>



<p class="wp-block-paragraph">Against this background, the flag-and-anthem dispute in Cluj-Napoca has become another episode in the worsening relationship between Romania and Russia.</p>



<p class="wp-block-paragraph">Boc presented his decision as a political and moral stance. He said the city would not allow what he described as the symbols of an aggressor state to be displayed in a European public venue while Russia’s war in Ukraine continues. According to the mayor, Cluj-Napoca accepted the competition on the condition that Russian athletes would not compete under national symbols, and those conditions should remain unchanged.</p>



<p class="wp-block-paragraph">Russia rejected that argument. Its rhythmic gymnastics team withdrew after saying it had been informed that the Russian flag would not be displayed and the Russian anthem would not be played if Russian athletes won. Russian officials and state media framed the move as discrimination, political interference and a breach of competition regulations.</p>



<p class="wp-block-paragraph">The case is particularly sensitive because World Gymnastics recently restored the right of Russian and Belarusian athletes to compete under their national flags and anthems. From Moscow’s perspective, a local Romanian authority had no right to override the international federation’s rules.</p>



<p class="wp-block-paragraph">The Romanian Gymnastics Federation has also been dragged into the dispute. Its president warned that the position taken by local authorities could expose Romania to sanctions if World Gymnastics decides that the event’s regulations were not respected.</p>



<p class="wp-block-paragraph">What was supposed to be a sports competition has now become a symbolic clash over Russia’s place in international sport, Romania’s position on the war in Ukraine and the limits of local political authority over international events.</p>



<p class="wp-block-paragraph">For Russia, the withdrawal is being presented as a response to an illegal and politicised ban. For the Romanian mayor, the decision is being presented as a refusal to allow Russian state symbols in a Romanian arena while Ukraine remains under attack.</p>



<p class="wp-block-paragraph">The World Challenge Cup will continue without the Russian rhythmic gymnastics team. But the incident has already moved beyond gymnastics. Coming immediately after the closure of the St Petersburg consulate, it adds another layer to the diplomatic confrontation between Romania and Russia. </p>



<p class="wp-block-paragraph">A valuable lesson to learn here</p>



<p class="wp-block-paragraph"><strong>Athletes should not be made to suffer for the political decisions of governments.</strong> Whatever the diplomatic tensions between Romania and Russia, and whatever the legitimate anger over the war in Ukraine, international sport cannot function if athletes are punished every time politics enters the arena.</p>



<p class="wp-block-paragraph">The Russian team’s withdrawal shows how quickly a sporting event can be damaged when local political decisions override competition rules. Flags and anthems carry political meaning, but athletes train for years to compete, not to become collateral damage in diplomatic disputes.</p>



<p class="wp-block-paragraph">This is why the Cluj-Napoca scandal goes beyond Romania and Russia. It raises a question that international sport can no longer avoid: if athletes are allowed to compete, they should be allowed to compete under clear, consistent rules. Otherwise, sport becomes just another battlefield.</p>

<p class="wp-block-paragraph">The National Bank of Romania (BNR) has launched a <a href="https://www.bnr.ro/en/24945-the-nbr-treasure-sent-to-moscow">dedicated digital page</a> to reveal and raise international awareness of the historic Romanian treasure sent to Moscow during World War I, which remains unrecovered after more than a century. This treasure includes over 90 tons of gold, along with valuable jewellery, religious artefacts, archives, and cultural objects, all entrusted to Tsarist Russia for safekeeping in 1916-1917 but never returned.</p>



<p class="wp-block-paragraph">The carefully curated platform, accessible through the official BNR website, presents comprehensive archival documents, historical narratives, and the latest updates on diplomatic efforts. It highlights Romania’s legal and historical claim, supported by signed international agreements and guarantees from that era, to reclaim the treasure unlawfully retained by Moscow.</p>



<p class="wp-block-paragraph">Romanian officials, notably BNR Governor Mugur Isărescu, emphasise the symbolic and financial importance of the treasure to Romania’s national sovereignty and identity. The treasure’s return would represent the restitution of a key national asset rather than simply a financial transaction. Since 1991, the National Bank has actively pursued the treasure’s return through diplomatic and legal channels, with the digital platform marking a relaunch of these efforts to inform better the international community and decision-makers, including members of the European Parliament.</p>



<p class="wp-block-paragraph">The issue has gained broader recognition in recent years, culminating in European Parliament resolutions calling on Russia to honour its obligations and return Romania’s gold and cultural assets. The Romanian Air Force scrambled two F-16 fighter jets to intercept the drone, which was detected approximately 20 kilometres southwest of Chilia Veche, Tulcea County.</p>



<p class="wp-block-paragraph">The F-16 jets tracked the drone until it disappeared from radar, ensuring no invasion of populated areas and preventing any public safety threat. <p class="wp-block-paragraph">Romanian authorities have declared a state of emergency following the contamination of a substantial batch of Azerbaijani crude oil destined for the OMV Petrom refinery at Petrobrazi. The oil was found to contain dangerously high levels of organic chlorides, a corrosive substance that, if processed, could have severely damaged refinery infrastructure and disrupted the national fuel supply.</p>



<p class="wp-block-paragraph">The contaminated crude oil, transported via the Baku–Tbilisi–Ceyhan (BTC) pipeline through Azerbaijan, Georgia, and Turkey before reaching Romania, was discovered during routine quality control checks. As a result, scheduled deliveries to Romania’s Port of Constanța were cancelled, forcing the Romanian Ministry of Energy to activate strategic reserves and authorise the release of tens of thousands of tons of oil and diesel from national emergency stocks to ensure fuel supply continuity.</p>



<p class="wp-block-paragraph">Romanian intelligence and security sources are investigating the incident as a likely act of sabotage, with strong suspicions directed toward Russia. It is believed that the contamination could have been executed by injecting organic chloride into the extensive 1,700-kilometre pipeline, a relatively simple yet effective method to cause widespread disruption. This act aligns with ongoing concerns about Russian hybrid operations aiming to destabilise European energy security amid the conflict in Ukraine.</p>



<p class="wp-block-paragraph">The impact of the contamination extends beyond Romania’s borders. Several European countries, including Italy and the Czech Republic, also received shipments of the tainted Azerbaijani crude, leading to operational disruptions at refineries such as Italy’s Eni and the Czech Republic’s Orlen Unipetrol. These companies took precautionary measures to prevent damage to their facilities by halting or adjusting processing.</p>



<p class="wp-block-paragraph">OMV Petrom confirmed that their refinery remains operational and fuel distribution within Romania remains stable due to quick intervention measures and alternative crude oil procurement from African sources and emergency reserves. The Romanian Ministry of Energy emphasised that the temporary shortage represents less than 5.5% of national emergency stocks, which total over two million tons, and assured that reserves will be replenished within 60 days.</p>



<p class="wp-block-paragraph">The suspected sabotage occurs against the backdrop of ongoing tensions in the region and Russia’s previous hostile actions targeting energy infrastructure linked to Ukraine and its allies. <p class="wp-block-paragraph">On January 17, 2025, Romania&#8217;s National Defense Ministry reported a significant breach of its airspace due to a Russian drone attack on Ukraine. This incident unfolded in the early hours, with monitoring systems detecting the violation as Russian forces resumed drone strikes aimed at civilian and port infrastructure in Ukraine, particularly near the Romanian border in Tulcea County.</p>



<p class="wp-block-paragraph">In response to the detected drone activity, two F-16 aircraft from the Romanian Air Force were dispatched to monitor the situation. Residents of Tulcea County received alerts through the Ro-Alert system around 1:39 AM, informing them of potential dangers. </p>



<p class="wp-block-paragraph">The Romanian Defense Ministry confirmed that the drone attacks targeted areas close to Romania, leading to heightened security measures. Following the initial detection, ground teams conducted searches and discovered signs of a possible drone impact site near the village of Plauru. <p class="wp-block-paragraph">The Romanian authorities do not allow the participation of the delegations of Russia and Belarus in the annual session of the OSCE Parliamentary Assembly, which will take place in Romania between June 29 and July 3, announces the Ministry of Foreign Affairs (MAE) on Saturday, June 15.</p>



<p class="wp-block-paragraph">Delegates from over 50 OSCE member states will attend the event in Bucharest.</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>The Romanian authorities decided not to allow the Russian Federation delegation to participate in the annual session of the OSCE Parliamentary Assembly, held in Romania from June 29 to July 3. The measure will be applied to all members of the delegation, parliamentarians and technical staff.<br>The decision of the Romanian parties is based on the known and consistent position of Romania in relation to the Russian Federation in the context of the ongoing war of aggression against Ukraine. Also, some of the members of the Russian delegation to the OSCE Parliamentary Assembly are targeted by restrictive measures at the level of the European Union. <ul class="wp-block-list"><li>attempts at informative penetration of the institutions with responsibilities in the field of defence and security, with the development of actions to obtain information of interest;</li><li>the collection of information regarding the measures taken by Romania in the context of the conflict in Ukraine, regarding the national and multinational exercises carried out, the allied presence on the national territory, the equipment and equipment provided;</li><li>penetration of critical communications and IT infrastructures;</li><li>undermining, through disinformation and propaganda, the confidence of the Romanians in the Army and allies, in the decision-making factor and in the capacity of the national military institution to fulfill its missions by carrying out actions associated with informational aggressions.</li></ul>



<p class="wp-block-paragraph">It is no coincidence that a series of hack-attacks affected the Romanian IT infrastructure recently, including <a href="https://valahia.news/noname-75-ddos-attack-banks-romania/">banks</a>, <a href="https://valahia.news/ransomware-cyber-attack-romanian-hospitals/">hospitals</a>, <a href="https://valahia.news/romanian-media-under-ddos-attack-russian-hackers/">mass media</a>, and even the <a href="https://valahia.news/hackers-steal-documents-romania-parliament-servers/">Parliament&#8217;s chambers</a>. </p>



<p class="wp-block-paragraph">The news overlapped another: unidentified drones flew for hours near the Mihail Kogalniceanu military airport. The military personnel inside the premises observed the drones on Monday night, April 15/16. The persons operating the drones have not yet been identified, but an investigation has been opened. </p>
